Lawfare Archive: The Return of the Syrian Civil War
The Syrian civil war has erupted into a full-scale conflict once again, with rebel forces led by Hay'at Tahrir al-Sham (HTS) capturing Aleppo and nearly all of Idlib province in just five days—an unprecedented collapse of regime defenses. Charles Lister, a senior fellow at the Middle East Institute, explains that this dramatic shift wasn't due to foreign intervention but to a four-and-a-half-year transformation of the opposition: HTS and allied groups have professionalized their military, developed indigenous weapons including suicide drones and cruise missiles, and trained intensively in nighttime operations. Meanwhile, the Syrian regime has stagnated, its military corrupted by organized crime and lacking coordination. Despite Russia’s continued troop presence and Iran’s distraction by Gaza, the regime’s internal decay made it vulnerable. The U.S. faces a critical choice: disengage and risk an ISIS resurgence in the northeast, or maintain its 900 troops and partnership with the SDF to prevent chaos. Lister warns that without international coordination, Syria’s collapse will continue to destabilize the region—proving that ignored crises inevitably return with greater force.
HTS captured Aleppo and Idlib in five days by leveraging four years of nighttime-only training, indigenous drone production, and elite special forces units.
The Syrian regime’s collapse was due to internal decay—corruption, lack of coordination, and stagnation—not reduced foreign support.
The U.S. maintains 900 troops in Syria to prevent ISIS from exploiting the power vacuum, a mission vital despite its low cost and minimal risk.
ISIS has tripled its operations in the last year, especially in U.S.-SDF-controlled areas, due to a post-October 7th intelligence vacuum and regime weakness.
Turkey’s indirect support of the offensive strengthens its negotiating hand, but a lasting solution requires a new international Syria policy framework.

The Return of the Syrian Civil War
“The fact that it is now under HTS and the opposition's control is no insignificant thing.”
A Frozen Conflict That Was Never Frozen
Lister describes Syria as a 'frozen conflict' only in territorial terms, but notes that violence has been ongoing at a high level—30 to 100 deaths per week for years—while the humanitarian crisis has worsened beyond previous peaks.
Operation Deter Aggression: The Surprise Offensive
“In the space of five days, which is really quite extraordinary.”
The Rise of HTS: Professionalization and Modernization
“Every single of their nearly 250 fighters are equipped with assault rifles, sniper rifles, RPGs and others all with night vision scopes.”
The Regime’s Collapse: Stagnation and Corruption
The Syrian military has not evolved in years, its leadership corrupted by organized crime, leading to total chaos on the front lines during the offensive.
“And since then, ISIS has conducted or ISIS is on track to more than triple its rate of operations in Syria compared to 2023.”
“We can't paper over crises or ignore them and hope they'll just be contained or go away. The world doesn't work that way.”
“So the fact that it is now under HTS and the opposition's control is no insignificant thing.”
